Why the checklist has to name the office, not the programme

LIHEAP is administered by state agencies that set their own windows, documentation, and priorities; some close intake when funds run out. The checklist's job is to move each item to a named office, a document, and a date — because the household that has all three in order is the one that gets served while funds last.

The same file is the eligibility record for the household's other programmes, since the income documentation requirements overlap almost entirely.
